Eco gel and polish

When using the sog as a nail strengthener...and putting the clients favorite polish over this ...does the polish need to be completely dry before you add the gel top coat or do you just recommend  any top coat.,,I also like to add flowers...what's the easiest and best way to do this? Please no acrylics as I only do natural nails and fiberglass.
